For “Human Economics” to be more than an intellectual exercise for specialists, for “Human Economics” to have a meaningful impact on Consumer behavior and/or Government Policy, Individual Consumers (and Voters) must be able to interpret “Health Units” in term of their own individual best interests.

Appeal to the interests of “Humanity” in general do not work.

Use of Central Planning and Government coercion does not work.

Conclusion:

However “Health Units” are defined, they are functioning in “Human Economics” exactly as “Utility” functions in “Standard Economics”.
